The entire first half of The Walking Dead: Season 3 was a buildup to the eventual clash between Rick and the prison group, and the Governor and his collection of survivors in Woodbury. Though the two leaders have still yet to meet, they are both now familiar with what the other is capable of and recognize and extreme threat to those they are willing to give their lives to protect. Their eventual meeting and war against one another are inevitable.
In the previous episode, Rick led a small force into Woodbury to free Glenn and Maggie from the Governor's clutches. They were successful in that, but lost Oscar in the process and saw Michonne splinter off on her own to take on the Governor in an act of revenge. By "killing" Penny and stabbing the Governor in the eye, all Michonne has done is enrage the man and ensured that he will be coming after her and Rick's group with all he's got.
As that episode ended, we saw in Michonne that she has realized there's more to life than being a loner. She sees how Rick's group genuinely cares about one another, and she's willing to stick with them rather than run off into the woods on her own - again. Michonne figures to become an integral part of Rick's group and potentially the downfall of the Governor.
The previous episode also introduced us to Tyrese and his group of survivors as they stumbled into the prison and under Carl's watch. The first half of Season 3 proved that a new group assimilating into Rick's is not a straightforward and easy process. Likewise, Tyrese and his group are looking at a child and a one-legged old man as the only thing standing in the way between being confined to a portion of the prison and taking it over for themselves.
